LocalLeadpage Plugin allows you to create as many single page lead pages as you want.

Yes, you can build as many pages as you like. I'm actually doing that very thing, creating a local business directory style site where I hope to rent the pages.

One way I'm utilizing the plugin is to rent the entire page to one business for this particular directory. Not sure about my structure just yet but a main directory that has basic free listings and the front page feature listings will link to each lead pages, one per niche. I have a feeling as I move along I'll end up developing a local business directory theme out of it.
